Marinate Chicken
Combine chicken thighs, soy sauce, vinegar, minced garlic, and whole black peppercorns in a large bowl. Mix well and let it marinate for at least 30 minutes at room temperature, or ideally 1-2 hours in the refrigerator.
Sear Chicken
Heat cooking oil in a large pot or Dutch oven over medium-high heat. Remove chicken from marinade (reserve marinade) and sear the chicken pieces skin-side down until golden brown, about 3-5 minutes per side. Remove chicken and set aside.
Simmer Adobo
Pour the reserved marinade into the pot, scraping up any browned bits from the bottom. Add bay leaves and water (if using). Bring to a simmer, then return the seared chicken to the pot.
Braise & Reduce
Reduce heat to low, cover, and let it simmer for 30-40 minutes, or until the chicken is very tender. Occasionally stir. Remove the lid for the last 10-15 minutes to allow the sauce to reduce and thicken slightly.
Serve
Taste and adjust seasoning if needed. Serve hot with steamed white rice.
