Prepare Gelatin
Soak gelatin sheets in cold water for 5-10 minutes until softened. If using powdered gelatin, mix it with 2 tablespoons of cold water and let it bloom.
Heat Cream Mixture
In a saucepan, combine the heavy cream, sugar, and the scraped seeds from the vanilla bean (or vanilla extract). Heat over medium heat, stirring constantly, until the sugar is completely dissolved and the cream just begins to simmer. Do not boil!
Add Gelatin
Remove the saucepan from the heat. Squeeze out excess water from the gelatin sheets, then add them to the warm cream mixture. Stir until completely dissolved. If using powdered gelatin, add the bloomed gelatin and stir until smooth.
Pour and Chill
Pour the vanilla cream mixture into small glasses, molds, or ramekins. Let it cool slightly at room temperature, then transfer to the refrigerator for at least 4 hours, or preferably overnight, to set completely.
Serve
Before serving, carefully unmold the Panna Cotta onto a plate, or serve directly from the glasses. Garnish with fresh fruits, fruit coulis, or chocolate shavings.
